The United Nations Security Council is to vote on a European-drafted resolution which condemns Syria for the so-called “crackdown against civilians”. The 15-nation council is scheduled to hold a vote on the draft resolution on Tuesday at 2100 GMT, council diplomats said on Monday on condition of anonymity.
However, reports say it is still unclear whether Russia will veto the resolution or not.
"It's not clear what the Russians plan to do," a Western diplomat told Reuters. "I guess we'll find out tomorrow."
Russia has threatened to veto any resolution that threatened sanctions against the Syrian regime.
Reports say the word "sanctions" has now been dropped from the draft text, and the text instead warns of unspecified possible "measures" against the Syrian regime if “military operations against civilians” are not halted.
Diplomats say the United States is expected to support the draft resolution, which has been drawn up by its allies France, Britain, Germany, and Portugal.
Russia, China, India, South Africa, and Brazil have opposed any resolution calling for sanctions, saying such a resolution can be used as a pretext for international armed intervention in Syria.
