Syria has taken a sharp turn on a new path. After the Arab League’s green light to arm the Syrian opposition, the achievements of the regular army will be answered by similar achievements from the opposition.
 
This development isn’t solely the result of the Arab League decision and the subsequent statements from Arab foreign ministers calling to arm the opposition at all costs. The decision and these statements were just more concise expressions of the current reality. The Qatari decision had already been made; in Cairo, they only had to rubber-stamp it.

Ever since the head of the Syrian coalition Moaz al-Khatib retracted his dialogue initiative by announcing he will not visit Moscow, the coalition has been moving to reinforce its position inside Syria.

These are the preliminary indicators of events to come, what is already known by the regime and opposition as the “great battle” or “last stand” of the opposition before it will enter a negotiations phase with real gains in hand. It seems the go-ahead was given by US Secretary of State John Kerry on his recent trip. It was a lifeline for the Syrian opposition, which found itself in an unenviable position, politically and on the field.

But the Syrian leadership is stitching together other plans. The long-winded policy of Damascus has been successful until now. Visitors to al-Muhajireen Palace are repeating that the head of the regime is concerned with al-Nusra Front, meaning “terrorism,” something that the West is afraid of and trying to eliminate. “The West understood the trap,” one visitor to President Bashar al-Assad recounts.

Assad has his own view of the arms campaign. He sees that the arming of the opposition comes through a Turkish-Qatari framework, as a last chance for the “great battle.”

The Syrian National Coalition seized the opportunity with zeal. The Arab League declaration was a push to continue along a road that had once seemed blocked.

“John Kerry’s visit indicates a half-advanced US position,” Khaled Nasser, member of the Coalition’s politburo tells Al-Akhbar. Something has changed, he adds. Following the Arab League decision, the coalition seems to have been given a task that they must complete.



ما أعلنته الجامعة العربية بالأمس من تشريع للتسليح، ما هو إلا واجهة لما يُعمل عليه منذ فترة غير قصيرة. فـ«المعركة الكبرى» قادمة، ليست للحسم، بل لتحسين شروط التفاوض على طاولة الفاعلين الدوليين، بأدوات سورية.

دخلت سوريا منعطفاً حاداً يأخذها إلى نفق جديد. انجازات الجيش العربي السوري يُعمل ليردّ عليها بانجازات مماثلة. الميدان بالميدان. هذا الواقع لم يكرّس أول من أمس في اجتماع وزراء الخارجية العرب ولا في بيانها الداعي لدعم المعارضة بكافة السبل، حتى العسكرية منها، وإن كان تظهّر بشكل أكثر علانية. فالقرار القطري سابق لهذا الاجتماع. في القاهرة «بصموا» فقط. منذ تراجع رئيس «الائتلاف» أحمد معاذ الخطيب عن مبادرته، واعلانه رفضه زيارة موسكو، والمعارضة تتجه نحو تعزيز وضعها في بالداخل أكثر.

التسليح لم يتوقف، وما بدأت بكشفه كبريات الصحف الغربية جاء متأخراً شهوراً عديدة. المشهد العسكري شبه مكتمل منذ فترة ليست قريبة. «مزراب» تركيا مفتوح على مصراعيه، وخط ليبيا بالبشر والعتاد ناشط بقوة.

معطيات تمهيدية لما بات متعارفاً عليه، من النظام والمعارضة على حد سواء، بـ«المعركة الكبرى»، أو «الفرصة الأخيرة» للمعارضة قبل العبور نحو مرحلة تفاوض وفي جعبتها مكاسب حقيقية. وهو ما بدا أنه جاء بكلمة سر حملها جون كيري إلى الأطراف التي التقاها في جولته الأخيرة، والتي جاءت بمثابة حبل إنقاذ للمعارضة السورية التي وجدت نفسها في وضع لا تحسد عليه، ميدانياً وسياسيّاً.

لكن القيادة السورية تحيك رداء آخر. الجيش المتماسك أساس النسج الرسمي. سياسة النفس الطويل التي تعتمدها دمشق ناجحة حتى الآن. زوّار قصر المهاجرين ينقلون عن رأس الدولة أنّه يتعامل اليوم مع «جبهة النصرة». أي مع «الارهاب» الذي يخشاه الغرب ويعمل على محو صورته. «الغرب استوعب الفخّ»، ينقل أحد زائري الرئيس السوري بشار الأسد.

للأسد رؤيته في ما يتعلق بحملة التسليح. فكلامه لزواره، الذين التقوه قبل أن يصدر «بيان حرب» مجلس الجامعة العربية، يؤكد أن القراءة السياسية لدمشق لا تزال صائبة. فهو رأى أن تسليح المعارضة يأتي ضمن إطار طلب تركي ــ قطري كفرصة أخيرة بانتظار «المعركة الكبرى».

فرصة يبدو أن «الائتلاف» تلقفها بنهم. فأجواؤه تشير إلى أن بيان الجامعة مثّل بالنسبة إليه «كوب ماء لتائه في الصحراء»، أو كدفعة لاكمال طريق بان أنه مسدود بفعل استعصاء التقدم العسكري النوعي واستحالة انتزاع أي موقف «تنازليّ» من السلطات السورية.

«زيارة جون كيري تشير إلى موقف أميركي نصف متقدم»، يقول عضو الهيئة السياسية للائتلاف خالد الناصر لـ«الأخبار». هناك شيء من التغيّر، يضيف. ويظهر بعد قرار جامعة الدول العربية كما لو أعطي الائتلاف مهمة وجب اتمامها. اذهبوا وشكّلوا حكومة، يدلّ شرط الجامعة لاشغال المعارضة لمقعد سوريا فيها. بين الفشل والتأجيل المستمر، يجتمع الائتلاف على يومين في اسطنبول يوم الثلاثاء المقبل لتشكيل هذه الحكومة. أصبح الوقت مناسباً لهذا الأمر، يؤكد الناصر.

ويعود الناصر في حديثه لما يبحث إخوانه اليوم عنه، ليشير إلى أنّ «التحول الغربي نحو دعم المعارضة المسلحة سوف ينسحب على أن يكون نشاط الجيش الحرّ أكثر فاعلية. هذه التطورات هي رسائل واضحة للنظام ليدرك أن مقاومته غير مجدية» حسب تعبيره.

لكن للعضو الآخر في الهيئة، سمير النشار، موقفاً آخر حذراً. الغرب برأيه اقترب من رأي «الائتلاف»، وما فعله العرب في الجامعة خطوة إيجابية واعتراف سياسي متقدم. لكن هذه عوامل «تحفيزية» نحو تحقيق مكاسب. إذ برأيه طرح التسليح الجدي ما زال في مرحلته الأولية، وسيكون البحث (الذي لم يحدث بعد) مع رئيس «الأركان المشتركة للجيش الحر» سليم إدريس، عن خطة مشتركة حول آلية توزيع الأسلحة والأطراف التي سوف تحظى بها.

مع بدء حديث أميركا والغرب عن أهمية تمكين المعارضة المسلحة المعتدلة، تزاوجت هذه الأدبيات مع رؤية جزء أساسي من المعارضة. أصبح يهمّه، ولو اعلامياً، أن تؤكد على إيجاد آلية يصل العتاد عبرها «للمقاتلين السوريين».

هذه قيادة مايسمى «الأركان المشتركة» للجيش الحر، تعمل على «مشروع عسكري كبير ستتضح معالمه في الفترة المقبلة»، حسبما قال لـ«الأخبار» المتحدث الاعلامي باسمه فهد المصري. «بعد خيانة دولية لمدة سنتين تغيّر شيء من الواقع». ويرى المصري أنّه حان الوقت لتحرك داخلي بمؤازرة الخارج وفق تعبيره.

كما يروي في حديثه لـ«الأخبار» أنّه ستقدم وثيقة للموفد العربي والدولي الأخضر الإبراهيمي لطرحها على مجلس الأمن في شروط الجيش الحر بالمطالبة بتحييد سلاح الطيران واستخدام الصواريخ البالستية، والاستعداد بعدها لاطلاق مفاوضات أساسها تبادل اطلاق سراح المعتقلين من الجانبين.

تعمل هذه القيادة الجديدة للجيش الحر على الامساك بزمام المبادرة وتأكيد دورها كطرف أساسي. منذ يومين توجّه سليم ادريس نحو بروكسل. في قاعة البرلمان الأوروبي طلب السلاح. «نحنا هنا موحّدون ولا نريد سوح السلاح»، كان لسان حاله.

وما بين رؤية النظام ورؤية الائتلاف والجيش الحر، هناك رؤية سورية معارضة مغايرة. فالمعارض السوري البارز هيثم مناع لديه وجهة أخرى، ويرى أنّ الحل السلمي مطروح دائماً، لكن هناك وضعاً حالياً أصبح أقوى منه من أي وقت مضى. ويتابع في حديثه لـ«الأخبار» أنّه «عندما يتمكن حمد من دفن الحلّ السياسي، فطز بهكذا حل». مناع يربط الحلّ ببقاء الكيان السوري. إنّه النداء الأخير قبل الصوملة، يقول.

في رأي منّاع أنّ هناك ما لم يقرأ بشكل واضح في حديث كيري. إذ يعتبر أنّ مجرد «قوله (كيري) إنّ المساعدة العسكرية هي للأطراف المعتدلة في الائتلاف أيّ أن هناك طرفاً متطرفاً». الحكومة المرتقب تشكيلها لا تقدّم ولا تؤخر. الرؤية العامة لا تلتفت لهذه التفاصيل. فليشكّل كيري حكومة مؤقتة، يقول منّاع هازئا. الحل، برأيه، ليس ابن ترف فكري بل هو ابن حاجة وجودية فيها حياة أو بقاء الكيان السوري.

لا خلاف في إسرائيل على أن الحرب على الجبهة الشمالية، مع سوريا أو مع لبنان، أو كليهما معاً، واقعة لا محالة. تطورات الساحة السورية وما يجري في لبنان، يشيران، من منظور إسرائيلي، إلى إمكانات مرتفعة للتدهور الأمني، وصولاً إلى المواجهة الشاملة. لكن ماذا عن استعدادات إسرائيل وجاهزيتها؟ وكيف ستخوض الحرب؟ وما هي الأهداف المرسومة والممكن تحقيقها؟

أسئلة حاولت صحيفة يديعوت أحرونوت الإجابة عنها، عبر عرض السجالات والتقديرات المختلفة لدى المؤسسة العسكرية، والجدل الدائر بين سلاح الجو والقوات البرية، والأسلوب الأنجع لخوضها.في مستهل تقريرها، حذرت الصحيفة من أنه لا حافزية لدى إسرائيل لخوض الحرب. لكنها أكدت، نقلاً عن مصادر عسكرية، أن التهديد موجود، ويتعاظم و«لدى المؤسسة الأمنية فرضية تتركز على أن المواجهة العسكرية شمالاً، ستندلع في المدى المنظور، سواء مع حزب الله، أو مع المنظمات الإرهابية التي ستثبّت نفسها لاحقاً في سوريا، أو كليهما معاً»

.تضيف الصحيفة، أن «الحرب المفترضة توجب توفير ردّ سريع وقاسٍ، يختلف تماماً عن الحروب الماضية، الأمر الذي يثير جدالاً وسجالات بين سلاحي الجو والبر، حول السبل الكفيلة بخوض الحرب والانتصار فيها».وتكشف الصحيفة أن الجدل برز، خلال تدريب قيادي أجرته أركان المنطقة الشمالية في الجيش، قبل بضعة أسابيع، وتحديداً بين سلاحي البر والجو. أما خلاصة الفرضيتين، فعرضتها الصحيفة على النحو الآتي:يقارن سلاح البر، ما بين التهديد الشمالي من حزب الله، والتهديد الجنوبي من قطاع غزة، ويرى أوجُه شبه بينهما، رغم الاختلاف؛ إذ إن «تهديد كلا الجانبين موجه للجبهة الداخلية وللسكان المدنيين وللجنود، لكن من ناحية حزب الله، فإن تهديده أكبر بكثير، وإذا كانت إسرائيل قد تلقت خلال عملية العسكرية الأخيرة في قطاع غزة 1500 صاروخ، إلا أنها ستتلقى من حزب الله نفس عدد الصواريخ، لكن في كل يوم من أيام الحرب المقبلة، مع التأكيد أن حجم تدمير هذه الصواريخ سيكون كبيراً جداً».وتؤكد فرضية عمل سلاح البر أن الاستناد فقط إلى «المعلومات الاستخبارية الدقيقة، وقدرة سلاح الجو الممتازة، غير صحيح؛ إذ هذه التوليفة لا تستطيع أن توقف إطلاق الصواريخ»، مشيرة إلى ضرورة إدخال القوات البرية إلى الأراضي اللبنانية. ويشدد أصحاب «البزات الخضراء»، على أنه خلافاً لغزة، فإن الشأن اللبناني يتشعب في اتجاهات عديدة، و«يمكن أن تنشب مواجهة عسكرية لأسباب مختلفة، من بينها إيران وبرنامجها النووي، وسوريا والحرب الأهلية ومستودعات السلاح فيها، إضافة إلى تنفيذ سلسلة من العمليات الإرهابية ضد مصالح وأهداف إسرائيلية حول العالم، من شأنها أن تؤثر في أصحاب القرار في إسرائيل»

.أما لجهة التدريبات والاستعداد للحرب، فتنقل الصحيفة عن مصادر سلاح البر تأكيدها أن «القوات الإسرائيلية تتدرب بنحو متواصل، وتحاكي تدريباتها ظروف الحرب الحقيقية»، مشيرة إلى أنه «في حرب 2006، كانت أكثر الصواريخ من الجانب اللبناني موزعة في مناطق وأراضٍ مفتوحة خارج المناطق المبنية، أما الآن فهي موجودة داخل القرى». استعداداً لمواجهة مبنية على هذه الوقائع، «تتدرب القوات البرية على المبادرة إلى عمل عسكري سريع يكون أكثر عنفاً لاجتثاث التهديد من داخل القرى»

.مع ذلك، يحذر سلاح البر من رفع سقف التوقعات، ويؤكد أن «المهمة لن تكون احتلال لبنان أو القضاء على حزب الله، بل التركيز فقط على شلّ قدرته الصاروخية، وإصابة مقاتليه، ومن ثم الخروج سريعاً وبنحو آمن».أما لجهة أصحاب «البزات الزرق»، فيتحدثون بمفاهيم مغايرة، ويبدون ثقة كبيرة بما لديهم من قدرات، على خوض الحرب المقبلة مع حزب الله، محذرين من إقحام سلاح البر في الشمال، ذلك أن «الأميركيين عندما اجتاحوا العراق قضوا على السلاح العراقي هناك، الأمر الذي لم يحدث في سوريا ولن يحدث، وبالتالي فإن منظومات السلاح السوري الضخمة ستصل إلى المنظمات الإرهابية في الشمال».وتشدد فرضية عمل سلاح الجو على «تغيير حاد في بناء القوة وتشغيلها في الميدان، قياساً بالحرب الماضية، والتوفيق ما بين المعلومات الاستخبارية وقدرة سلاح الجو على الضرب ضرباً واسعاً ومتكرراً، لهزيمة حزب الله». وبحسب مصادر السلاح، فإن «قيادة الجيش الإسرائيلي غير قادرة على إدراك ما يمكن الوسائل القتالية الجديدة أن تحققه، أو أن تلحق الهزيمة سريعاً بحزب الله»

.مع ذلك، يوافق سلاح الجو على المحذور الذي دعا إليه سلاح البر؛ إذ «لا يمكن الحديث عن استسلام حزب الله، أو دفعه لرفع الراية البيضاء، بل يمكن التأكيد أنه هو من سيطلق الرشقات الأخيرة (من الصواريخ)، لكنه سيلتزم، في اليوم الذي يلي، وقفَ إطلاق النار».وتؤكد مصادر سلاح الجو أنه في حال نشوب المواجهة، «سنطلب من السكان المدنيين الخروج من القرى (في لبنان)، والبدء سريعاً بالهجوم على الأهداف داخلها، على أن تتزايد الهجمات مع استمرار إطلاق الصواريخ على إسرائيل». وتشير إلى «إمكان المبادرة إلى ضرب بنى تحتية في لبنان، يمكن أن تساعد الطرف الثاني على القتال، لكن يجب عدم استهداف محطة توليد كهرباء يكلف بناؤها مليارات الدولارات، بل يمكن إسقاط ثلاثة أعمدة ناقلة للطاقة، والتسبب بإيقافها».ويؤكد قادة سلاح الجو أن الحرب ستشهد «ضربة قوية جداً من جانب إسرائيل، على أن توقف هجومها لاحقاً، دون اتفاق لوقف إطلاق النار. أما الطرف الثاني، فسيطلق شيئاً قليلاً من الصواريخ ويكف عن المتابعة، لأننا سنعلن له مسبقاً أننا في الوجبة الثانية من القصف، سنكون أكثر عنفاً وقسوة بكثير من الهجوم الأول».أما الصحيفة، فتخلص إلى التأكيد أن الجدال لم ينته، وما زال قائماً، والجهة التي ستحسمه هي المؤسسة السياسية، مع بدء الحرب، إلا أن الصحيفة تنبّه إلى أن الجميع يدرك سلفاً، أن عدم نجاح سلاح الجو في فرضياته، سيعني دخولاً برياً لا مفر منه، وتتساءل، كما مصادر سلاح الجو: هل نريد فعلاً إدخال الجنود الإسرائيليين إلى بيروت؟ أم إلى بنت جبيل؟ علماً أن حزب الله سيطلق صواريخه من وسط لبنان ومن شماله، وهذه الأماكن لن يصل إليها إلا سلاح الجو؟».





خشية إسرائيلية من مزارع شبعا بحرية

طالب رئيس أركان سلاح البحرية الإسرائيلي، العميد يارون ليفي، في حديث خاص مع صحيفة «إسرائيل اليوم»، بضرورة الابتعاد عن النزاع مع لبنان على حقول الغاز والنفط في عرض البحر المتوسط. وفي إطار وصفه للنزاعات القائمة على الحقول والمناطق الاقتصادية الخاصة لفلسطين المحتلة والدول المجاورة لها، قلل ليفي من حجم النزاع القائم على حدود المنطقة الاقتصادية مع لبنان، مشيراً إلى أنّ «لدينا مع الدولة اللبنانية جدلاً صغيراً يتعلق بعدد من الدرجات في الزاوية القائمة بين منطقتنا ومنطقتهم، إلى الشمال الشرقي من الحدود البحرية»، داعياً إلى تفادي أي احتكاك مع الجانب اللبناني من أجل الحؤول دون التسبب بإنشاء «مزارع شبعا جديدة» في عرض البحر مع لبنان. وأضاف: «أنا أوصي بالامتناع عن إنشاء نقاط تنقيب على الحدود» في تلك المنطقة.وحذّر ليفي من أن التهديدات التي تواجه منشآت التنقيب الإسرائيلية يمكن اختصارها بالآتي: «قوارب مفخخة وسفن صدم، وصواريخ من أنواع مختلفة، وبعضها متطور مثل صواريخ ياخونت روسي الصنع، كذلك يمكن إصابة المنشأة البحرية من تحت الماء بواسطة ألغام عمق أو غواصين، ويمكن إصابتها من الجو». وأشار ليفي إلى أن «خطر أي عملية إرهابية ناجحة ضد منشأة تنقيب إسرائيلية، لا يقتصر على الخسائر المادية المباشرة، أو رفع رسوم التأمين التي تهدد الجدوى الاقتصادية للتنقيب عن الطاقة، بل قد يؤدي إلى امتناع شركات دولية عن المجيء للاستثمار في إسرائيل».

ما بين التحذيرات الخليجية التي تبلغ بها العديد من المسؤولين اللبنانيين، والتهديدات بطرد اللبنانيين من هذه الدول، والمواقف الدولية المحذرة في بعض الأحيان والمهددة في أحيان أخرى، هناك سؤال جوهري يطرح بقوة في الأيام الأخيرة حول وجود قرار بتفجير الأوضاع الداخلية المأزومة على أكثر من صعيد.
على مدى الأشهر السابقة، كانت هناك معادلة يتم الحديث عنها بشكل يومي، تتعلق بما يسمى "المظلة" الدولية الحامية للإستقرار في لبنان، فهل هي باقية، وهل تكفي لحماية لبنان من الإنزلاق نحو المجهول؟

"المظلة" الدولية

طيلة الفترة السابقة، كان هناك نوع من الإجماع بين القوى الدولية على تجنيب لبنان الإنزلاق نحو المجهول الذي تعيشه بعض الدول الإقليمية، وهذا الموقف كان يعبّر السفراء عنه بشكل دائم، ولكن الضغوطات الجديدة في ملفات داخلية بدأت تثير العديد من التساؤلات.

وفي هذا السياق، يوضح الكاتب والمحلل السياسي سيمون أبو فاضل أن هناك نوعين من "المظلات" في لبنان، الأول يتعلق بالمواقف الدولية التي تشدد على عدم إتخاذ مواقف من الأزمة السورية تؤدي إلى "إحتكاكات" على الأرض، أما الثاني فهو بسبب واقع سياسي أمني داخلي حيث أن الفريق الذي له القدرة على تفجير الوضع ليس له مصلحة في ذلك، لأنه منشغل في مواضيع أخرى، لا سيما الوضع الميداني في سوريا، وهو بالتالي غير مستعد للذهاب نحو أي حدث داخلي، بالإضافة إلى أن الوضع القائم يختلف عن العام 2008 على أكثر من صعيد.
في الجهة المقابلة، يرى الكاتب والمحلل السياسي فيصل عبد الساتر أن الوضع في لبنان لم يعد بحاجة إلى "مظلة" من قبل أي جهة، لأن الجميع يعلم أن تفجير الوضع قد يطيح في كل المعادلات القائمة، ويراهن على وعي اللبنانيين وحدهم لمنع الإنزلاق في هذه المعادلات لأن الجميع ذاهب نحو الإنفجار.
ويشدد عبد الساتر، عبر "النشرة"، على أن الحل الوحيد هو أعطاء الدولة الضوء الأخضر للمؤسسات الرسمية لمعالجة كل الحالات الشاذة، لأن من الواضح أن هناك من يريد أن يجر فريقاً معيناً إلى المواجهة، ويعتبر أن التصريح الأهم حول حقيقة ما يجري في المنطقة صدر عن رئيس الوزراء العراقي نوري الدين المالكي، الذي أكد أن كل الأمور مرتبطة بالأوضاع في سوريا، وإنهيار الدولة هناك سيؤدي إلى إنفجارات كبيرة جداً في المنطقة.

لا إنفجار...

على صعيد متصل، لا يرى عبد الساتر أن الضغوط التي تمارس من قبل العديد من الجهات الإقليمية والدولية كافية لتفجير الأوضاع الداخلية، فهو يعتبر أن الأمر يتعلق بالدرجة الأولى بقوى محلية لا تريد الوصول إلى هذه المرحلة.

ويشدد عبد الساتر على أن مواقف الدول الخليجية تعبّر عن سياسة "إبتزاز" تمارس ضد الدولة اللبنانية منذ سنوات طويلة، لا سيما بعد خروج رئيس الحكومة السابق سعد الحريري، ويلفت إلى أن هناك العديد من الأمثلة التي تؤكد هذه السياسة، ويرى أن هناك "رعونة" لبنانية في مواجهة هذه السياسة، ويستغرب في هذا الإطار الهجوم على وزير الخارجية والمغتربين عدنان منصور بسبب موقفه في الجامعة العربية.

من جانبه، يرى أبو فاضل، في حديث لـ"النشرة"، أن لا مصلحة لأحد بالذهاب نحو حالة من عدم الإستقرار، حيث يشير إلى أن الحالة السلفية تبحث عن تأكيد حضورها، و"حزب الله" ليس لديه أي دافع للقيام بأي عمل.

وبالنسبة إلى تصريح السفيرة الأميركية مورا كونيللي المتعلق بموضوع الإنتخابات النيابية، يشير أبو فاضل إلى أنه يعود إلى موقف بلادها التي تأخذ على عاتقها من زمن الحفاظ على الديمقراطية في المنطقة، لا سيما في لبنان، ويرى أن البعض يريد أن يستغل هذا التصريح من ناحية القول أنه تدخل في الشؤون الداخلية، لكنه يؤكد أنه ليس الأول من نوعه، وقد كانت هناك تصريحات عديدة في السابق من أكثر من مسؤول دولي.

وفي ما يتعلق بالتهديدات الخليجية، يوافق عبد الساتر على أنها تعود إلى فترة خروج الحريري من السلطة بسبب مواقف هذه الدول المتضامنة معه وتطور الموقف بسبب الأحداث السورية، لكنه يشدد على أن معاقبة المواطنين اللبنانين المتواجدين في هذه الدول الذين يبحثون عن لقمة عيشهم أمر غير مقبول.

تتوجه الأنظار تركياً وكردياً إلى موعد الحادي والعشرين من آذار الجاري، لمعرفة ما إذا كان من الممكن أن تشهد تركيا للمرة الثانية في تاريخ الصراع التركي - الكردي وقفاً لإطلاق النار، يُفترض به أن يمهّد لحل الأزمة التي شغلت تركيا والأكراد.

فقد شهدت الأسابيع الماضية تطورات إيجابية في هذا الملف، أثمرت مبادرة قام بها زعيم تنظيم حزب العمال الكردستاني عبدالله أوجلان، الذي اقترح وقفاً لإطلاق النار في عيد النوروز، يمهّد لبدء محادثات سياسية بين الطرفين، تصل إلى "الحكم الذاتي" الذي يطالب به الأكراد، وإن كان هذا الحكم الذاتي مختلفاً عن المعهود في حالات الحكم الذاتي المعروفة، والتي يطلق عليها الجانب التركي الحكم الذاتي الديمقراطي، ويشترط أوجلان لسحب مقاتلي الكردستاني، ألا يتم إطلاق النار عليهم خلال انسحابهم، على غرار ما جرى في التسعينيات، عندما استغل الجانب التركي الانسحاب لممارسة هواية "الصيد" على المنسحبين.

غير أن اللافت كان محاولة تدمير هذه المحادثات وتقويضها من قبل جانب تركي، لم يتضح ما إذا كان الجيش التركي أو الحكومة، فقد تم تسريب محاضر اللقاء بين أوجلان والنواب الأكراد الثلاثة الذين التقوه في سجنه في جزيرة إمرالي، وهو لقاء تم تسجيل محضره من قبل أحد عناصر الاستخبارات التركية كان حاضراً اللقاء، ما أعاد إلى الأذهان مسألة تصفية الناشطات الكرديات الثلاث في باريس في كانون الثاني الماضي.

غير أن مصادر في المعارضة التركية ترى في هذه التسريبات هدفاً آخر لحكومة "العدالة والتنمية"، التي تخشى من تطورات الوضع السوري، وتريد من أوجلان المساعدة في ضمان انضمام الأكراد إلى جهود المعارضات السورية، وتقول المصادر إن الضغوطات التي تمارسها أنقرة على الأكراد في شمال سورية كبيرة جداً، فهي تفتح أحياناً حدودها لمسلحي "جبهة النصرة" للعبور بدباباتهم إلى بلدة رأس العين الحدودية، ذات الغالبية الكردية - المسيحية، بهدف الضغط على الأكراد ومحاولة جرهم إلى القتال ضد الجيش السوري؛ على طريقة إما تكون معي أو ضدي.

وتشير المصادر إلى "مراسلات" بين أوجلان وأكراد سورية، بهدف إقناعهم بضرورة الانضمام إلى جهود الإطاحة بالنظام، بعد فشل المحاولات الأخرى التي قاموا بها، كما تشير إلى وجود مساع للحصول على تعهدات كردية بعدم دعم أي كيان انفصالي في شمال سورية.

The armed opposition in Syria has been stepping up its activities in recent weeks. Reports confirm the growing sophistication and increased shipments of weaponry supplied to the opposition.

Meanwhile, huge numbers of Syrian fighters are being trained in domestic camps, as well as in Turkey, Jordan, Libya, and parts of Iraq and Lebanon. Diplomatic sources note that some are undergoing specialist training in Saudi Arabia, Qatar, and the UAE. At the same time, security sources affirm that Arab and Western intelligence agencies have bolstered their covert presence in Syria.

Opposition activists have indicated that there are two parallel reasons for the boost in training, weapons, and funds.

The first is to improve the rebels’ military capability and raise their morale, in hope of enabling them to achieve major battlefield successes and halt the gains made by the regime’s forces.

The second is to try to unite as many armed factions as possible and enable them to counter the growing influence of al-Nusra Front. This is in line with the long-running quest by Arab and European intelligence agencies to contain al-Qaeda and its offshoots. It’s also intended to drum up worldwide support for the rebels amid growing fears that they are replicating the experience of Afghanistan or Somalia.

One specific goal is targeting top-ranking Syrian leaders. They are convinced that Assad’s assassination would lead to the instant implosion of the regime. The other side has been actively taking counter-measures while drawing up contingencies for dealing with such an event.
Israel is known to have been involved in operations of this kind in Syria – even if many in the Syrian opposition do not like to hear about such things. The fingerprints of its security agencies have been found on several recent assassinations.

The regime and its backers are not taking all this quietly. They have been equally active in efforts to improve the performance of its forces, both by ensuring the army is well-supplied and heavily manned.

Plans to upgrade the operational and intelligence capability of the security forces also appear to have had considerable effect. Improved technology has since helped foil two offensives against Damascus and its surroundings while enabling regime forces to make gains around Homs and Aleppo.

Procedures for decision-making by military commanders on the ground, and coordination between ground and air forces, also seem to have changed. New combat methods have been introduced with the aim of reducing civilian casualties in rebel-held areas.

While the armed groups seek to achieve a big battlefield success, the regime is seeking to hold their current positions. This is intended as a prelude to a large-scale offensive to reconnect rebel-held areas around Damascus, Homs, and southwest of Aleppo.

Political contacts between regional and international players remain frozen. That is why the combatants are preparing for war, and why we can expect violent confrontations whose purpose is to set the terms for an eventual compromise.

That will be the ‘real deal.’ It cannot possibly differ from the wartime deals in Lebanon and Iraq, which brought stability to the regime but not to the country.

Is the Anti-Occupation Movement Driven by Defenders of Genocide?

If there is one message that unifies critics of Israel and advocates for Palestinian rights, it is “End the Occupation.” As with many unifying messages, however, it is successful partly because of its ambiguity. What land and which people are occupied? And what are the terms under which the “occupation” will be ended.

The ambiguity allows groups as disparate as Hamas and J Street to chant the phrase with very different images in mind. Hamas and other anti-Zionists argue that all of the land defined by the British Mandate of Palestine is occupied territory, while J Streeters and other “soft” Zionists commonly refer only to Israel’s 1967 territorial conquests as “occupied.”

The dividing line between these two views has been articulated By Naomi Wimborne-Idrissi of JBIG (Jews Boycotting Israeli Goods):

…there are many people within the movement who share the opinion – which is general throughout the West – that Israel needs to exist as a Jewish state, should exist as a Jewish state. And there are many Jews and others in the movement who don’t want to criticize that fundamental fact.[i]


Wimborne-Idrissi is undoubtedly correct in her assessment: public opinion in the West generally supports what is called “Israel’s right to exist as a Jewish state.”[ii] However, most Palestinians fail to understand why this “right” should trump their rights and why Palestinians should be made to pay for its exercise with expulsion from their homes.

Indeed, they may be forgiven for doubting the sincerity of people that claim to advocate for justice on their behalf but fail to defend their right to return to their homes. On the one hand, these “defenders” of Palestinian human rights claim to oppose Israel’s expulsion of Palestinians, both inside the internationally recognized borders of Israel and in other areas under Israeli control. On the other hand, these same champions of Palestinians will not lift a finger to correct and defend against the more massive ethnic cleansing that occurred in 1948. It is as if 1967 is the dividing line between which criminal activity must be accepted and which must be resisted.

Do such persons really oppose ethnic cleansing as a matter of principle or merely as it suits their whim? The passage of time does not appear to be an issue. If 1948 seems like a long time ago, let us remember that there is no statute of limitations on such matters, as the prosecution of Nazi war criminals from an even earlier era illustrates.

J Streeters and other “soft” Zionists may appear to be allies of Palestinians, but they are not. Their overwhelming consideration is to create and maintain a Jewish state, and to mould it into their image of a liberal democracy that they can feel proud of. Palestinian rights and welfare are entirely subsidiary to that objective.

This explains why J Streeters defend Israel’s “right to exist,” i.e. the ethnic cleansing of 1948. They may not like ethnic cleansing, but it was necessary for the creation of a Jewish state, which has a higher order of priority. On the other hand, they see the current ethnic cleansing policies of the state of Israel as corrosive to the kind of state they would like to have. This is why they want to “end the occupation.” Look what it is doing to Israeli youth! Look at how it is driving Israel into the hands of “extremists.”

Let us therefore be clear. We are dealing with people whose opposition to ethnic cleansing is not very firm and whose primary interest in “ending the occupation” is to do what is good for Israel, not for humanity and least of all for Palestinians.[iii]

Indeed, one wonders why these advocates for Israel oppose a massive expulsion of the remaining Palestinians in all of the land held by Israel. Expulsion is clearly not a “red line” for them, and it is an expedient method of “ending the occupation.” I suspect that they harbor a nagging guilt for the theft and massacres of 1948, but not enough to want to give up the stolen property. Rather, they hope to expiate their guilt by returning a portion of the territories seized in 1967 for the purpose of creating Palestinian Bantustans. (The South African Bantustans served a similar purpose of assuaging the guilt of white supremacists.)

Regardless of the hypocritical games that Jewish supremacists in the movement play amongst themselves, Palestinians and human rights advocates must not be lured into false partnerships with them just because we share some of the same immediate tactics and objectives, such as stopping the growth of Jewish settlements, boycott of (some) Israeli products and institutions, an end to land confiscations, etc. Rather, we must expose the racist foundations and objectives of these ethically inconsistent elements within “the movement,” and avoid alliances with them.
Currently, I fear that we may be doing the opposite, i.e. allowing the “end the occupation” movement to be driven by the interests of people whose agenda requires Palestinians to give up inalienable rights and which rewards those who take those rights away from them.[iv] It is not in the interest of Palestinians and principled human rights advocates to make common cause with such morally compromised persons.

[iii] Gilad Atzmon (The Wandering Who, Winchester: Zero Books, 2011, p. 102) makes a similar argument with respect to Jewish anti-Zionists, i.e. that they are motivated by what is good for Jews and that they believe that a Jewish state is bad for the Jews. Atzmon contends that this is just another instance of Jewish exceptionalism, which will be the cause of injustice even if the form of the injustice is not Zionism per se. Even if this is the case, social justice groups are notorious for pursuing justice while failing to practice it, and this may be an instance of such. I do not discount the possibility that cliquishness, tribalism and exceptionalism are causes of injustice in many cases, but ridding human nature of this tendency is beyond the scope of most advocacy efforts, even if it deserves a place in all of them.
[iv] An instance of this is the Palestinian BNC (BDS National Committee). Although nominally Palestinian, its main website is in English, with the Arabic translation largely unfinished. An unauthorized amendment to its original mission statement, inserted at an unknown time, appears to remove the property seizures of 1948 from consideration as occupied Palestinian Arab land. This appears to be a concession to “soft” Zionist elements within the BNC-led BDS movement. The amended statement does not appear in any authorized Arabic version of the mission statement.

Wadi Khaled: al-Nusra Front and March 14 Form Bonds

In Lebanon’s northeastern Wadi Khaled, one finds what could be called the extension of al-Nusra Front inside March 14. Under the pretext of toppling Syrian President Bashar al-Assad, the Phalanges’ homebase of Bikfaya and the Lebanese Forces’ homebase of Maarab are both creating links with extremists.
 
It begins in Roumieh prison. Reports indicate that the prison has become a factory of sorts for manufacturing new types of Islamist groups.

The latest such incident occurred when Bilal A.J.K., from the village of Rajm Issa and imprisoned for his affiliations with Fatah al-Islam, met with a Libyan Muslim Brotherhood supporter going by the name of Bashti. Upon leaving prison, Bilal formed the first Libyan-type Brotherhood group in Wadi Khaled under the directions of Bashti.

The group communicates with al-Qaeda using the Thuraya satellite phone network. It recruited around 30 members throughout the villages of Rajm Issa, Rajm Hussein, and Rajm Khalaf. The most prominent members are F.S., Rabih B., and Khaled A.J.

Since its inception several months ago, the group has been busy training and preparing, in addition to participating in fighting in Tal Kalakh and al-Qasir in Syria. Its operations in the Homs countryside are coordinated by Khaled A.J., a former fighter in Baba Amro who has links with both former Colonel Amid Hammoud, commander of al-Ansar group, and the Salafi Omar M., AKA Omar Ajaj.
Khaled’s mission focuses on sending fighters to al-Qasir and Tal Kalakh to conduct military operations and providing them with shelter at bases in Wadi Khaled.

Another group in the region is led by a Lebanese MP. Mustafa A.H. from Knayseh, who holds Lebanese nationality, is the commander, but his brother carries Syrian nationality and is the mayor of the Syrian village of Bouit.

The latter was in charge of smuggling defecting Syrian army soldiers and officers into Wadi Khaled. He was recently arrested by Syrian authorities once they uncovered his activities.

The third group in Wadi Khaled is a branch of al-Ansar, which presents itself as the “military wing” of the Future Movement and is led by Colonel Hammoud. The group is under the command of Ahmed A.D.S. from the town of Hnaider, assisted by Haitham R.S. from Rajm Hussein.

Its base is located in the Wadi Sarhan region between Rajm Khalaf in Lebanon and Bouit in Syria, and serves as a training camp for the Free Syrian Army.

For a while, the groups were under the supervision of Colonel Abdullah al-Khatbi, a Syrian army defector. He later had to relocate to Tripoli due to security reasons, where he now lives in an apartment rented by Hammoud in the annexed area of the city.

To disguise his movement between Tripoli and Wadi Khaled, Khatbi has used a car with blue license plates belonging to a Lebanese MP. He is the brother-in-law of the Future Movement official A.M., AKA Broken Amer, who hosted him after he fled Syria.

The Lebanese Forces and the Phalanges

Mahmoud N. is the commander of a group linked to the Lebanese Forces in Wadi Khaled. He was active logistically within the Salafi offensive under the pretext of “solidarity” with the Syrian opposition in its attempt to topple Assad.

The group consists of about 40 men and has a clandestine office at Mahmoud’s own home in al-Maslabiyeh. According to people close to his circles, he is known to have an old relationship with the US Embassy in Beirut and is in regular communication with Maarab’s security chief.

Another group in the area is linked to the Phalanges, acting in support of the Syrian opposition and led by a Phalangist regional official called Mohammed I. He is linked to MP Sami Gemayel and is assisted by his brother Ahmed. The Phalanges have around 80 individuals active in Wadi Khaled.

The mission undertaken by the Lebanese Forces and the Phalanges is related to monitoring the borders, collecting information on Syrian army deployments, and facilitating the work of the FSA.

It should be noted that arms smuggling routes in the region pass through the Nsoub crossing in Mount Akroum-Bouit and the Shabieh crossing in al-Hisheh. The smugglers only need to cross the river to arrive at the Homs highway.

Lavrov: Assad Won’t Leave, It’s for Syrians to Decide Who Should Lead Syria

 
 
Russia reiterated on Friday it would not push Syrian President Bashar al-Assad to quit, stressing that only Syrians to decide who should rule their country.Lavrov
"It is not for us to decide who should lead Syria. It is for the Syrians to decide," Lavrov said in a BBC interview.

Asked if there was any chance of Russia urging Assad step down, Lavrov said: "Absolutely not.

"You know that we are not in the regime-change game. We are against interference in domestic conflicts. This is our position, which should be of no surprise to anyone."

Lavrov said the departure of Assad should not be a pre-condition for negotiations to end the Syrian crisis because it was highly unlikely to happen.

"He is not going to leave, we know this for sure -- all those who get in touch with him know that he is not bluffing," the Russian to diplomat said.

"We have been against any pre-conditions to stop the violence and start the dialogue because we believe priority number one is to save lives," Lavrov added

 

روسيا تعطي الضوء الأخضر للجيش السوري لاستعادة الرقة ولو "أرض محروقة"

لا تستغرب الدبلوماسية الشرقية ما تتعرض له سورية من ضغوط عسكرية وأمنية وميدانية، كما أنها لا تستهجن عمليات تدفق السلاح النوعي للمعارضة ومدها بالمزيد من الرجال والخبراء وعناصر مقاتلة محترفة وعالية التدريب، وتدرج التطورات الميدانية بما فيها عملية الرقة في خانة كباش الساعات الأخيرة، بحسب تعبير دبلوماسي مخضرم بين واشنطن والدول الكبرى المعنية بالملف النووي الايراني من جهة وموسكو وطهران من جهة ثانية.
 
الدبلوماسي الشرقي يعزز وجهة نظره بالكشف عن معلومات واتصالات غير معلنة بين الدبلوماسيتين الأميركية والروسية، وآخرها اتصال مباشر بين الرئيسين الأميركي باراك أوباما والروسي فلاديمير بوتين جرى في أعقاب مؤتمر روما، حيث دار سجال بين وزيري الخارجية الأميركية جون كيري والروسية سيرغي لافروف، خرج على أثره الأخير ليؤكد على سياسات روسيا الداعمة لسورية، ومتهماً الغرب بدعم المعارضة المسلحة ودفعها إلى رفض الحوار، فما كان من أوباما إلا أن اتصل ببوتين مؤكداً على التمسك بالتفاهم على الحل السياسي في سورية. ولم ينته الاتصال عند هذا الحد، انما تم الاتفاق على لقاء مشترك يعقد بعد ثلاثة أشهر على أن يعمل فريقان أميركي روسي على ترتيب جدول الأعمال والبحث في التفاصيل لانضاج الحل المتفاهم عليه، الأول برئاسة وليم بيرنز، والثاني برئاسة ميخائيل بوغدانوف، والجدير أن الدبلوماسي يؤكد بأن اتصال مباشر بين الاخيرين وتم التوافق على لقاء يجمعهما في غضون الأيام القليلة المقبلة. ويبدو أن الامور تسارعت منذ ذلك الحين بحيث بدأ كل مفاوض بحشد أوراقه وتعزيز مواقعه التفاوضية، بحيث ضغط اكيري باتجاه نزع مقعد سوريا في جامعة الدول العربية وتسليمه للمعارضة وهذا ما حصل بالفعل، كما أوعز إلى تركيا بفتح كامل حدودها وحشد كل طاقاتها لمعركة عسكرية حاسمة في الرقة، باعتبار أن أي تغيير على مستوى الخريطة العسكرية من شأنه أن يعزز موقف الدول الخليجية التي أنفقت مليارات البترودولار لاسقاط النظام في سورية، وتالياً فالتفاهم أو التسوية اذا ما جاز التعبير بين الشرق والغرب يحتاج إلى مثل هذا الانتصار العسكري والمعنوي.
من جهة ثانية، أوعز كيري إلى دبلوماسييه في لبنان وتركيا بتشديد الضغط على حلفاء سورية من خلال الضغط باتجاه اجراء انتخابات نيابية في لبنان والعمل على انجاح خصوم الرئيس السوري بشار الأسد في حسمها لمصلحتهم، والدفع باتجاه المعارضة السورية لتشكيل حكومة في المنفى تحت عناوين مؤقتة وانتقالية، وكل ذلك تحضيراً لتوازنات جديدة تواكب المرحلة المقبلة. غير أن لموسكو، والكلام للدبلوماسي، رأي آخر بحيث أنها لم تقف متفرجة على ما وصفه بـ" الطحشة" الأميركية، فعمدت إلى الرد المباشر من خلال دخول خبراتها العسكرية على خط المعركة الدائرة في الرقة القريبة من الحدود التركية، والسماح للجيش السوري باستخدام الأسلحة المتوفرة بالشكل المطلوب بما فيها الصواريخ البالستية وصواريخ أرض جو ذات تقنيات عالية في معركة استعادة هذه المحافظة الحيوية، وذلك لاعتبارها بأن استعادة الجيش السوري لها تشكل حرقاً لأوراق اميركية استراتيجية تلزم أوباما على تقديم المزيد من التنازلات ولو على حساب حلفائه العرب.  
 
ويختم الدبلوماسي بالاعراب عن خشيته من موجة عنف جنونية قد لا توفر المحظورات، وذلك باعتبار أن اللعبة وصلت إلى خواتيمها بعد أن استنفذت الأوراق وتخطت الضغوط السقوف المرسومة، وباتت تهدد بالانفجار في ظل حقيقة راسخة وهي أن النظام السوري هو واحد من أخطر اللاعبين على حافة الهاوية، ولديه المزيد من الأوراق في حال وصلت الأمور إلى نقطة "علي وعلى اعدائي يا رب".

بات اسم جزيرة النمل يطغى على نظيرتها "أرواد" قبالة ساحل طرطوس بعد تمكن الإستخبارات السورية من كشف منظومة تجسس إسرائيلية على إحدى صخورها، لكن الأبرز هو ما يحكى عن دور لإحدى تنسيقيات المعارضة في تقديم الدعم اللوجستي للجهة التي قامت بزرع المنظومة المذكورة.
 
وبعد نجاح عناصر الهندسة العسكرية السورية في تفكيك الألغام الموصولة إليها والسيطرة على المنظومة لتحليلها ، قال مصدر مطلع لمراسل "عربي برس" إن كشف الأمن لنشاطات مشبوهة لأحد أفراد "تنسيقية جبلة الأدهمية" التابعة للمعارضة والتي تنشط في الساحل السوري قاد إلى كشف أخطر حالة تجسس إسرائيلية على الساحل السوري.

وفي التفاصيل فقد توجهت قوة بحرية وإستخباراتية سورية مدعومة بعناصر هندسة وقوة مهام خاصة و ضفادع بشرية إلى الموقع المشتبه فيه بعد اعترافات عضو التنسيقية المعارضة المذكورة، وهو المسوؤل عن تجنيد شبكة تجسس لصالح العدو الإسرائيلي، فتم مسح المنطقة، وإكتشاف كاميرا صغيرة وبعد تصويرها، تم تفكيك قطعها ونقلها إلى البر لتحليلها
 
وبحسب المصدر فإن مكونات المنظومة التجسسية كانت موضوعة بشكل مموّه بحيث تتطابق بشكل كامل مع طبيعة الصخور الموجودة في المنطقة التي زرعت فيها، مشيرا إلى أن مكونات المنظومة تتضمن كاميرا وهوائيات وست بطاريات ومنظماً كهربائياً بالإضافة إلى الكابلات التي كانت تصل القطع الرئيسية مع بعضها .
 
يأتي الكشف عن المنظومة والحديث عن تورط معارضين في زرعها لصالح العدو يعيد للأذهان قيام " محتجين سلميين " كما كان يطلق عليهم الإعلام العربي والعالمي بحرق محطة إنذار مبكر سورية موضوعة بشكل مموه جداً جنوب محافظة درعا، وذلك في الأيام الأولى للمظاهرات .


التنسيق بين العدو الصهيوني وعملائه المتسترين و المندسين بين جماعات التظاهر لأجل التظاهر استمر في جنوب سورية فبعد حرق محطة إنذار مبكرة ثانية خلال الهجمات على موقاع الجيش السوري استقبل ميليشيات التكفير صحفياً إسرائيلياً في درعا وقدمت له منسفاً عربياً و انتهى الأمر بالتعاون بين الطرفين إلى اضطلاع الجانب الإسرائيلي بمهمات العلاج إضافة إلى التسليح .

وأكد المصدر لعربي برس أن عضو التنسيقية الذي ألقي القبض عليه، قام عبر أقارب له في طرطوس و أرواد بتقديم مساعدات لوجستية – لم يكشف عن طبيعتها – إلى وحدة إسرائيلية تضم لبنانياً يرجح أنه من طرابلس، وأشار إلى أن المجموعة تسللت عبر الحدود بدعم لوجستي من ميليشيا الجيش الحر في منطقة تل كلخ .
كما أشار إلى أن العملية تمت على عدة مراحل ولم يكن للعدو أن يثبت المنظومة لولا الدعم اللوجستي من عملائه على الأرض ، الذين تم تجنيدهم باسم مساعدات مالية لنصرة "ثورة الساحل" حيث سقطت مجموعة منهم في فخ الموساد الصهيوني تحت تأثير المال والجنس، وسرعان ما تم ربط استمرار تدفق المال بالعمل لصالح الموساد تحت التهديد بنشر فيديوهات فاضحة لشابين وفتاة من التنسيقيات .
وفور الإعلان عن كشف المنظومة تعالى صراخ "تنسيقيات" الساحل للتحذير من حملة اعتقالات لــ " الحرائر و الأحرار " .
العملية لم تنته بكشف المنظومة إذ وقع صيد ثمين آخر في قبضة المخابرات السورية أثناء تفكيك المنظومة حيث أكد المصدر القبض على شاب كانت مهمته هي مراقبة تحركات البحرية السورية باتجاه الجزيرة، حيث وقع في قبضة المخابرات السورية أثناء محاولته الاتصال عبر جهاز متطور بمشغليه، لإبلاغهم بوجود قوة بحرية سورية توجهت إلى مكان زرع المنظومة.
ينهي المصدر حديثة لعربي برس بالقول: " ستعد إسرائيل للمليون قبل تشغيل معارضين سوريين في عملياتها التجسسية بعد كشف هذا الاختراق، إذ أن هذا الشاب الذي ألقي القبض عليه أثناء تفكيك المنظومة اشتبه فيه بعد تفتيش جوّاله الذي كان يحوي مقاطع للشيخ الوهابي عدنان العرعور ، وسرعان ما إنهار أثناء التحقيق المباشر معه خارج منزله" .

Another 7 Days of Mourning in Venezuela, State Funeral Held Friday

A state funeral is to be held Friday for late Venezuelan leader, Hugo Chavez, as the Vice President announced that another seven days of mourning were decided.

VP Nicolas Maduro, who is the country’s acting President, declared seven additional days of mourning on Thursday.

The South American nation has already been in a seven-day mourning in the wake of the death of Chavez, who passed away on Tuesday after a long battle with cancer.
Maduro said that the body of the former president would be embalmed "like Lenin", the Russian revolutionary leader, and would be displayed in a glass coffin for an extra week at a military museum in Caracas after a state funeral, Agence France Presse reported.

The VP said the decision to have the president lie in state for another seven days was taken to allow Venezuelans who are waiting in long lines to be able to pay their respects to the late president.

More than two million mourners have already filed past Chavez’s body at the military academy in Caracas, where he is lying in state.

Venezuelan officials said that up to 55 world leaders will attend the state funeral of President Hugo Chavez on Friday, including US bugbears Cuba, Iran and Belarus.

Maduro said heads of state or government from Africa, Asia, Europe, Latin America and the Caribbean have confirmed their attendance for the Caracas military academy ceremony at 15:30 GMT.

Chavez' closest ally, Cuban President Raul Castro, was the latest leader to arrive in Caracas on Thursday to pay tribute to the socialist leader.

He will be followed later in the evening by Iranian President Mahmoud Ahmadinejad and Belarussian strongman Alexander Lukashenko.

Revealed: secret network of US torture centres in Iraq

The pattern in Iraq provides an eerie parallel to the well-documented human rights abuses committed by US-advised and funded paramilitary squads in Central America in the 1980s.

The Pentagon sent a US veteran of the "dirty wars" in Central America to oversee sectarian police commando units in Iraq that set up secret detention and torture centres to get information from insurgents. These units conducted some of the worst acts of torture during the US occupation and accelerated the country's descent into full-scale civil war.
Colonel James Steele was a 58-year-old retired special forces veteran when he was nominated by Donald Rumsfeld to help organise the paramilitaries in an attempt to quell a Sunni insurgency, an investigation by the Guardian and BBC Arabic shows.
After the Pentagon lifted a ban on Shia militias joining the security forces, the special police commando (SPC) membership was increasingly drawn from violent Shia groups such as the Badr brigades.

A second special adviser, retired Colonel James H Coffman, worked alongside Steele in detention centres that were set up with millions of dollars of US funding.
Coffman reported directly to General David Petraeus, sent to Iraq in June 2004 to organise and train the new Iraqi security forces. Steele, who was in Iraq from 2003 to 2005, and returned to the country in 2006, reported directly to Rumsfeld.

The allegations, made by US and Iraqi witnesses in the Guardian/BBC documentary, implicate US advisers for the first time in the human rights abuses committed by the commandos. It is also the first time that Petraeus – who last November was forced to resign as director of the CIA after a sex scandal – has been linked through an adviser to this abuse.

Coffman reported to Petraeus and described himself in an interview with the US military newspaper Stars and Stripes as Petraeus's "eyes and ears out on the ground" in Iraq.

"They worked hand in hand," said General Muntadher al-Samari, who worked with Steele and Coffman for a year while the commandos were being set up. "I never saw them apart in the 40 or 50 times I saw them inside the detention centres. They knew everything that was going on there ... the torture, the most horrible kinds of torture."
Additional Guardian reporting has confirmed more details of how the interrogation system worked. "Every single detention centre would have its own interrogation committee," claimed Samari, talking for the first time in detail about the US role in the interrogation units.

"Each one was made up of an intelligence officer and eight interrogators. This committee will use all means of torture to make the detainee confess like using electricity or hanging him upside down, pulling out their nails, and beating them on sensitive parts."

There is no evidence that Steele or Coffman tortured prisoners themselves, only that they were sometimes present in the detention centres where torture took place and were involved in the processing of thousands of detainees.

The Guardian/BBC Arabic investigation was sparked by the release of classified US military logs on WikiLeaks that detailed hundreds of incidents where US soldiers came across tortured detainees in a network of detention centres run by the police commandos across Iraq. Private Bradley Manning, 25, is facing a prison sentence of up to 20 years after he pleaded guilty to leaking the documents.

Samari claimed that torture was routine in the SPC-controlled detention centres. "I remember a 14-year-old who was tied to one of the library's columns. And he was tied up, with his legs above his head. Tied up. His whole body was blue because of the impact of the cables with which he had been beaten."

Gilles Peress, a photographer, came across Steele when he was on assignment for the New York Times, visiting one of the commando centres in the same library, in Samarra. "We were in a room in the library interviewing Steele and I'm looking around I see blood everywhere."

The reporter Peter Maass was also there, working on the story with Peress. "And while this interview was going on with a Saudi jihadi with Jim Steele also in the room, there were these terrible screams, somebody shouting: 'Allah, Allah, Allah!' But it wasn't kind of religious ecstasy or something like that, these were screams of pain and terror."

Steele was head of a US team of special military advisers that trained units of El Salvador's security forces in counterinsurgency. Petraeus visited El Salvador in 1986 while Steele was there and became a major advocate of counterinsurgency methods.

Steele has not responded to any questions from the Guardian and BBC Arabic about his role in El Salvador or Iraq. He has in the past denied any involvement in torture and said publicly he is "opposed to human rights abuses." Coffman declined to comment.

An official speaking for Petraeus said: "During the course of his years in Iraq, General Petraeus did learn of allegations of Iraqi forces torturing detainees. In each incident, he shared information immediately with the US military chain of command, the US ambassador in Baghdad ... and the relevant Iraqi leaders."

The Guardian has learned that the SPC units' involvement with torture entered the popular consciousness in Iraq when some of their victims were paraded in front of a TV audience on a programme called "Terrorism In The Hands of Justice."
SPC detention centres bought video cameras, funded by the US military, which they used to film detainees for the show. When the show began to outrage the Iraqi public, Samari remembers being in the home of General Adnan Thabit – head of the special commandos – when a call came from Petraeus's office demanding that they stop showing tortured men on TV.

"General Petraeus's special translator, Sadi Othman, rang up to pass on a message from General Petraeus telling us not to show the prisoners on TV after they had been tortured," said Samari. "Then 20 minutes later we got a call from the Iraqi ministry of interior telling us the same thing, that General Petraeus didn't want the torture victims shown on TV."

Othman, who now lives in New York, confirmed that he made the phone call on behalf of Petraeus to the head of the SPC to ask him to stop showing the tortured prisoners. "But General Petraeus does not agree with torture," he added. "To suggest he does support torture is horseshit."

Thabit is dismissive of the idea that the Americans he dealt with were unaware of what the commandos were doing. "Until I left, the Americans knew about everything I did; they knew what was going on in the interrogations and they knew the detainees. Even some of the intelligence about the detainees came to us from them – they are lying."

Just before Petraeus and Steele left Iraq in September 2005, Jabr al-Solagh was appointed as the new minister of the interior. Under Solagh, who was closely associated with the violent Badr Brigades militia, allegations of torture and brutality by the commandos soared. It was also widely believed that the units had evolved into death squads.

The Guardian has learned that high-ranking Iraqis who worked with the US after the invasion warned Petraeus of the consequences of appointing Solagh but their pleas were ignored.

The long-term impact of funding and arming this paramilitary force was to unleash a deadly sectarian militia that terrorised the Sunni community and helped germinate a civil war that claimed tens of thousands of lives. At the height of that sectarian conflict, 3,000 bodies a month were strewn on the streets of Iraq

Assad Praises Turkey anti-Erdogan Opposition

Syrian President Bashar al-Assad on Thursday hailed Turkish opposition to Prime Minister Recep Tayyip Erdogan's backing for the militant opposition that sparked in Syria nearly two years ago, Agence France Presse reported.

Assad’s statement came during a meeting with a Turkish opposition delegation.

"The Syrian people appreciates the position adopted by forces and parties in Turkey that reject the Erdogan government's negative impact on our societies, which are multi-religious and multi-ethnic," Assad added.

For its part, the Turkish delegation, headed by Hassan Akgul, stressed "the Turkish people's refusal to interfere in Syrian affairs, and a commitment to good neighborly relations."

The visitors also warned of the risks of the Syrian crisis's impact on Turkey and other countries in the region.

Damascus, meanwhile, called on the international community on Thursday in letters to the United Nations to condemn Ankara's role in the Syrian conflict, which has left some 70,000 people dead, according to UN statistics.

"Syria hopes that the international community... will fulfill its responsibilities clearly and sincerely, and denounce the role of the Turkish government and other states that fund the Al-Qaeda-linked terrorist groups, while bearing them responsible for what is happening in Syria," the letters said.
President al-Assad met on January 2012 a delegation from the Turkish Felicity Party headed by its leader Mustafa Kamalak, who conveyed to President al-Assad the support of the Turkish people for the Syrians and their utter rejection of foreign interference in the Syrian internal affairs.

Assad's government has repeatedly blamed the violence in Syria on a foreign-backed plot, and has frequently accused Turkey of channeling funds and weapons to the armed opposition.
